Most quotes are vague on purpose. Vague is how you end up paying for a second thing you thought was in the first thing. So here is the whole boundary, before you spend a dollar.

Care never starts before your site is live. I am not going to bill you maintenance on something that does not exist yet. When you go live, the first month is on me.
Before you ask
Because I am not the one building it. My agent is. A freelance developer quotes $1,500 to $5,000 for a site like this because it costs them weeks of their life. It does not cost me weeks.
I will not promise you that, and you should walk away from anyone who does. What I will promise is that it is built correctly for search: structure, speed, schema, and copy that uses the words your customers actually type. Ranking also depends on reviews, links, and time, and none of those come in a one-time build.
